In Brief: As the series began to draw to a close, the characters began using more and more new attacks. Luckily one of Sailor Venus' manga attacks was among them though it was only used this one time.

The Move: Sailor Venus places her hands in the same heart formation that she does while performing several of her songs and is also popular among other singers in Japan and makes a circle in front of herself as golden sparkles glitter from it.
She then draws her hands into her chest and then thrusts the heart symbol forwards, releasing a wave of pure energy rainbow hearts at her opponent.
