In Brief: A manga attack influence heavily by it's portrayal in the Sailor Moon musicals. Only appeared in the live action Sailor Moon series once in the live musical stage performance, Kirari Super Live.
While Tuxedo Mask doesn't actually say "Tuxedo Smoking Bomber" (here it's a silent attack), it's resemblance to the musical performance of it and the fact that the character doesn't exactly have that many energy/light attacks makes it pretty obvious that this is exactly what he's doing.
Cultural:"To see or wear a tuxedo in your dream, represents culture, sophistication, and/or grace. It refers to a cultivated passion or to your desires for the finer things in life. Alternatively, it suggests that you want to amount to something in your life. You want to make a name for yourself and establish your reputation. "

The Move: Tuxedo Mask raises his staff as the spotlights converge on his location. With a loud magical sparkle sound effect he points his staff at his opponent as bright lights blast in every direction.
