In Brief: Her original powers failing and having lost the original Moon Wand, Sailor Moon was given the Moon Sceptre by Queen Serenity as well as a new transformation compact which allow her to perform Moon Sceptre Elimination.
Unlike Moon Healing Activation, Moon Sceptre Elimination doesn't heal, instead it completely destroys evil. On one specific occasion though it was used to "heal" the Doom Tree though this was done by eradicating the energy that had corrupted it.

The Move: Sailor Moon holds the Moon Sceptre aloft which releases a small burst of pink energy from it's tip. She then twirls it around once and holds it above her head as it gathers energy to itself.
Sailor Moon then swings the Moon Sceptre right, left, then around and then right and left again before pointing it at her target and releasing a powerful blast of pink energy partnered with destructive moon and star shaped energy signatures.
