In Brief: Shine Aqua Illusion was Sailor Mercury's second attack in the live action Sailor Moon tv show and was also the second Sailor Soldier attack to be entirely in real time (i.e. no special attack sequence that would be reused over and over again).
Nothing significant brought on this special attack. In fact, Sailor Mercury used it so naturally it must be assumed that she was moving on Sailor Soldier instinct or subconsciously remembering an attack she had used in her past life.

The Move: While Sailor Mercury's first attack used water and mist aspects, Shine Aqua Illusion seems to incorporate water and ice particles making it a subtly stronger attack than the previous one.
Sailor Mercury begins the attack by crossing her arms in front of herself with her thumb and two fingers pointing. She then gives them a quich swish then extends her arms into an "L" shape. As shiny ice particles begin to form in the air around her arms, she rotates the "L" shape and then draws her arms into her chest, gathering energy before thrusting her right arm forward, releasing the ice and water energy blast towards her opponent.
