In Brief: A seemingly random new move for Sailor Mercury that's used only once and looks very similar to her other offensive moves once performed. It does seem to be more powerful though and this one stands apart as she must use the Star Tambourine for it to work.
Cultural: "The Chinese, Korean, Japanese, and Vietnamese cultures refer to the planet as the water star, based on the Five Elements. The Hebrews named it Kokhav Hamah, “the star of the hot one” (“the hot one” being the Sun)."

The Move: Sailor Mercury crosses her arms while holding her Star Tambourine. She then thrusts her tambourine down while the opposite arm sticks upwards. She then switches arms and points the Star Tambourine towards the sky while making her finger pose near her face with the other hand.
Sailor Mercury then spins around a points the tambourine at her target as a powerful burst of water and blue energy blast fires out of it.
